The I95 Mega Project relates to HOV lane extension. HOV lanes are free and open to normal traffic except for certain times during rush hours. They are also directional. The Hot lanes are on the Beltway and use EZ Pass. No Toll Booths on any of the regular I95 thru lanes in VA that I am aware of and traffic is just as bad as ever.
