The gasoline taxes at the pump USED TO BE the most equitable tax paid. i.e., the more one drove and the heavier one's vehicle was the more taxes paid. But see my previous rant above.
However, to be fair, the gummint made a crucial mistake in making it tied to the volume of the fuel rather than the cost as a sales tax. As the price of gas went up, the tax didn't, because the volume remained a constant. If a sales tax were imposed instead of the volume tax, the revenue would have tracked the cost of living, not the fuel consumption.
If someone from out of state uses the toll lanes they WILL get ticketed by the automated camera system. Problem here is, many of those people that get the summons in the mail don't pay, and is seems that they get away with it. Payment appears to be voluntary.
