Its not just Keystone, almost every RV mfg uses these same or similar tires. When the market demands lower priced RV's, the mfg responds with cheap components. Those tires are not the only item in your RV that was selected on low price not quality. Just tell Keystone you'd prefer to pay $10,000 more for that same RV and they'll gladly upgrade the components.
