I don't think so. It works the same if you put a stack of bricks on your hitch instead of the trailer. Since the bricks are added behind the rear axle, they lift the front (making it "lighter") and the rear axle is now carrying all the weight from the bricks, as well as the TV weight that was "removed" from the front axle.
So in your second weighing, some of the weight that appears on the rear axle is actually tow vehicle weight that's been transferred. I don't believe that transferred weight "counts" towards tongue weight.
