ok the measurment fron the reciver is 17inchs from the ground and 15 inch from the ground on the car so do i need to get a 2 inch drop reciver

Probably not. The instructions with our Blue Ox say that the MH should be no more than 4" higher than the toad, but the toad should never be higher that the MH. MH 2" higher, no problem. Without it, just one less piece of equipment to deal with.
