Hitch rating =/= tow rating.
Published tow rating could be as low as 7,850 pounds depending on configuration, and as stated, that's best case assuming enough payload for the hitch weight.

Some QuadCabs had as little as 1,200 pounds payload, which would make anything but a micro 5th wheel a no-go, and many TTs as well.
