Yep. I'm thinking that's the issue.
I talked to her this morning and she's going to try to get some longer straps at a nearby RV dealer, but we're not hopeful anyone will have them in stock. If that's the case, she'll just have to be super vigilant on the way home, and we'll get more before towing again.

Hear is a trick that I learned the hard way when I was using a dolly.
Followed the directions and the straps kept coming loose. Hear is how you can tighten the straps and they won't come loose.
Don't pull the car up against the stop on the front of the dolly. leave about 2 inches of space between the tier and the front of the dolly. Now when you get the straps over the tiers and are ready to tighten them take the car out of gear. Now when you tighten the straps the tier can rotate forward taking the slack out of thee strap on the back side of the tier. The straps will not slide on the tier. You can tighten the straps till the tiers start to flatten. I know I have a 24 in 1/2 ratchet I used to tighten the straps. I was still having loose straps after a few miles. If you follow this procedure of letting the tiers rotate to take the slack out of the strap on the back side of the tier you will find the straps stay tight.
Put the car back in park and set it up to tow in the normal way after you get the straps tight.
Secure your ends of the straps so they don't flop in the wind or they will fray and unravel.
