Technically, here in Montana if you are towing the dolly by itself, it is a trailer and should have a PERMANENT trailer registration and license plate.
If you are towing the dolly with a vehicle on it, it is part of the registered vehicle, and does not need registration or license plate.
I don't think anybody has ever been ticketed for towing an empty dolly with no license plate.
