While some bounce is unavoidable at times IMO there is a fine line in properly configuring an overall hitch system. Besides proper spring bar tension having too large WDH bars with a soft or maxed out TV rear suspension system can make matters worse. I bet you have a fairly low tongue wt. and if your bars are rated at a lot more than your actual tongue wt. that along with a "light" rear TV suspension can "amplify" for lack of a better word the "BOUNCE" you are experiencing.
As already mentioned changing your speed ... generally slower, will help a lot and at the right combination of speed and concrete expansion joint distances this bounce can hit a harmonic situation that could actually become dangerous IMO.
