Exactly what Tow/Haul mode does differs from brand to brand, and year to year. On some trucks, particularly older Fords, it does lock out overdrive.
For my 2015 Chevy 1500 daily driver, it appears to lock out 6th gear (double overdrive). Not sure how much time you'd spend in 6th with a .67:1 gear driving a 3.08:1 axle, towing any appreciable weight, anyway.
It absolutely does NOT change the power output of your engine.
It usually changes the shift points for the transmission. Your engine revs higher before shifting to the next gear.
It usually engages the torque converter lock sooner, and sometimes even in lower gears. This is to help prevent heat buildup in the transmission.
