So you have the towing brackets to hitch the Exployer to the RV, but not the braking system? What are you towing it with? If the tow vehicle is say 22,000 GVWR and the towed vehicle is say 4,000 pounds, then many states say it is OK to tow a car with less than 30% of the towing vehicle's GVWR. Tow trucks tow vehicles all the time and do not have brakes connected to the tow truck. You just have to be careful and not take any steep mountains.
