Nissan must have changed. Up to 2016, the manual transmission Frontier was towable four-down. Both 2WD in N, and 4x4 in N with transfer case in 2H. Toyota did in fact NOT approve four-down even with 2WD manual. The problem with both of those guys is the transfer case does NOT have a Neutral position.
Final authority for this isn't FMCA, REMCO, MoHoMag or Campground Legend, it's the Vehicle Owner's Guide. Hopefully they all agree but the tie breaker is the Guide. Here's 2016 Frontier Owner's Guide and Page 9-37 (page 454-5 in the .PDF view) affirm what I just said above.
Search didn't turn up a 2017 edition.
