The transmission be programmed to keep the engine somewhere between maximum torque, and maximum power. It will not target maximum torque, if it is WOT and a lower gear is available, or it will tend to upshift if adequate torque is available in a higher gear.
Maximum torque ratings are more indicative of the operating rpm range, not where the engine will produce the most power.
