I tow a 7x12 utility trailer behind my 28 ft 5th wheel trailer. I tapped into the trailer brakes at the 5th wheel Axle where the main feed comes from the pin box. I installed a standard 7way at the hitch on the 5th wheel. There is some voltage drop at the utility trailer compared to the 5th wheel. I found this is just about right as the my utility trailer requires about 2 less volts to lock the brakes as the 5th wheel requires.
If the cargo trailer has brakes by all means use them. If you ever have to get on the brakes hard to avoid an accident you will be glad you connected the brakes.
