"Laser fudge" likely means he used a laser infrared temp gun to get the readings. So, he fudged...or "cheated"...with the help of the gun, as contrasted with using the old-fashioned "put your hand on it to see if it gets blistered from the heat" technique.
I had an LT on my F250 begin leaking air as reported by a PressurePro. When I got the truck stopped on the Interstate I witnessed the tire looking like the picture above. It suffered from one or more of the belts slipping loose and allowing air to leak from the side of the treads.
I also discovered an ST bulging like that one day when I tried to slip one of those "between the wheel" chock devices between the wheels. My trailer wheels are close together anyway, and the chock will only "just" fit when the device is fully retracted, so I knew something was wrong when it wouldn't fit one day in the campground.
Stuff happens to all types of tires of any age, any construction. Keep a wary eye out.
