But read the first sentence.
"Notwithstanding any other provision of any law or any rule or regulation of a State or any political subdivision thereof,"
You are there, you are subject to their laws,
The highlighted portion is the key......you can not stop as in stay at a CG, motel, hotel, catch some zzzzz in a rest area etc. Once you do you are no longer in transit and are immediately subject to the gun carry/transport within state laws.
