I use to have the same issue, until I read about turning the steering wheel. Haven't had a problem since. It works for me.
Make sure you are as level as possible and the toad is as straight as possible.

Oh yes push down the handles on the tow bar to release pressure.
But sometimes you can push down all your want, and because of pressure, they will not release. Then you do the steering wheel thing, or very gently move the toad forward toward the motorhome and that will release the pressure. Some times this is caused by one of the front wheels being in a dip or on a bump, or in a slight bind.
