It's their assumption about the front car's actions that causes the accident, not the movement of their head.
Had they been looking forward there would be no assumption. They turn their head to look at the traffic, see a gap and press the go pedal
before they turn their head back around to see if the car in front of them actually went.(They Assumed the car in front of them saw the same gap and moved forward however they did not SEE the car in front of them move)
They perceived the gap in traffic as big enough to go, the car in front of them did not!
Why didn't they see the car directly in front of them didn't move?
Because they turned their head to look at the merging traffic.
I have seen this happen many time,I'm sure others have seen this as well.
