I don't know how you are conducting these calls. If you start negotiating price on a vehicle I am selling before having seen it, you are telling me one of two things.
1. you can't afford a fair price and are trying to 'steal' it, or
2. you are only a tire kicker
Either way I will terminate the discussion because you are just wasting my time.
If they have a loan, how would you expect them to give you a title they do not have? A bill of sale is issued and the title is provided later. If it makes you more comfortable, send the money to the lien holder instead of the seller. It is a complication but not insurmountable.
