Based on "real time" frozen fresh water pipes ABOVE the basement (but within cabinets) when the living quarters were at 22 C (72 f), I'll say Hogwash to the idea that radiant heat transfer to the basement will keep things thawed. Ambient temperature was -5 C (23 f).

This statement would be correct only if there would be absolutely no heat transfer through the floor, which of course is not true. If you heat the trailer to comfortable temperatures, you can expect significant heat transfer (some would call it loss) through the floor to whatever is there, which in your case is the holding tanks and associated plumbing. I bet you will find that the heat transfer will be enough to prevent freezing in temperatures down to the mid 20's.
Based on ACTUAL REAL TIME TEMP data this is the first correct statement about how much heat is transferred into the basement just from the radiate transfer thru the floor w/o any additional heating for an enclosed underbelly/basement with a common wall/celing to the normally heated interior of the RV.
