Because they can.....I got arrested once for a warrant for a "no proof of insurance" ticket from a traffic stop years prior. Ended up being a clerical error by the county that cost me $250 and a morning in jail, lol. I provided proof directly, the next day. New policy, hadn't gotten cards yet was the issue.
Anyway, point was, it took 3 years before they "caught" me. It would have only cost $500 if I was guilty and I should have been "caught" sooner as I'd been pulled over for speeding several times in those 3 years with no repercussions about the past insurance thing.
Not much of an incentive for the law breaker to comply....
