This is the exact situation as indicted below with synopsis overlaid on a GE snip:
Two lanes of travel from the north is metered by virtue of other signal lights (not shown on this diagram.)
At high volume times ,predominantly morning and noon, traffic IF in a single lane WILL back up through and into the intersection shown.
When driver's observe the "Use Both Lanes" directive, then two lanes will stack with vehicles and will not block the intersection.
The traffic signal shown will stop oncoming traffic to allow the double stack to proceed though the construction zone.
If one AW decides to interrupt the two-lane stacking/ zippering, then the resultant single lane will back up through the intersection.
As member Valhalla mentioned, Traffic Engineers have this figured out as long as folks observe the directives!
