No. It's not about "They need to be first all the time."
The situation as described is about stacking two lanes to avoid backups into the intersection.
The issue is B-hurt drivers who feel the need to interrupt (block) traffic flow because other operators pass them to fill up both lanes so as to NOT block an intersection.
