2 differnt scenarios. Open road, yeah don't be the guy who runs the merge lane to the end and then has to cut someone off to get in.
IE "normal flow of traffic" as you put it.
If traffic is bumper to bumper, the 100% most efficient way is for both lanes to fill, maximizing the capacity of the roadway and then a 1 for 1 zipper merge.
So, traffic moving, merge early to keep up flow. Traffic creeping, merge 1 for 1 at the end.
