It doesn't really matter what the signs say if eveyone would follow the same courtesies:
A. if you are in the closing lane, move over as space allows and don't stop traffic trying to move over where there isn't space, or driving beyond the end of the lane putting workers in danger
AND
B. If you are in the open lane, let a vehicle move in front of you for every 100 yards of merging notice.
Don't get mad because the other person isn't "doing as you" - just suck it up and be courteous.
