The thing is you have described a converter that HAS failed.
When my Progressive Dynamics (Very old) Failed last halloween I was not able to get a new one right away (Did 2 days later) So I got a 100 dollar Deltran Battery Tender PLUS. this is the granddaddy of all battery tenders. not only does it do the 1-2 amp "Tender" stuff but 20 and even 70 amps if needed (20 to charge the battery 70 to help start the car) 24 hours later it dropped into "Tender" mode.. I used it for 2 days till I could run up to Progressive Dynamics and walkinto the Parts/Service dept. A woman said "Can I help you" I pointed to the box I was holding and said "DEAD" she pointed to a pair of french doors and said Through that door.. Inside that room we did the "Can I halp you" and "Dead" bit again and she said "on my desk.
238 dollars later I walked out with a brand new fractory Refurb 9180 (I already had the wizard to plug into it) back to Tekonsha (2 townships away) hook it up and on to OHIO for All Saints day mass at. of all places All Saints Parish (Can you think of a better place???).
