In your conversation with the representative, you must initially establish the purpose for the extra fees. If the fees are designed to discourage visitors with pets from camping in Va. State parks, then perhaps they should raise the fees. If the purpose is to merely raise revenue, then perhaps a dollar or two extra imposed on every camper would be a better choice. If the fees are to offset costs that the pets cause, establish exactly what the pets do that create an extra operational cost. Then find a way to eliminate those behaviors.
