No wait.. you're right. It's the drivers fault. He (and everyone else) should stop anytime children are playing in the roadway and wait patiently for them to decide to move on when they are good and ready.
Did you really write that? So if the kids are being little brats and refuse to move until they're good and ready you're justified in running them over?
