Looks to me like the driver of the camping rig was attempting to drive on a ROAD. The ROAD (meant for driving on) was blocked by irresponsible children thanks to their irresponsible parents.
No wait.. you're right. It's the drivers fault. He (and everyone else) should stop anytime children are playing in the roadway and wait patiently for them to decide to move on when they are good and ready.
I got the impression they were still in the campground but I could be wrong.
Anyway, to more directly address your statement, yes everyone should stop when children (or adults) are in the roadway.
