I don't care how much the idiot Dad (or who adult this was) did not react, the child makes a grab for the box when it hits the tires.

what if here is big. kid grabbing toward moving tires. geez.
it is simple here.
even after asking, if the driver feels it is not safe, then get out, directly chat with the adult, explain and help them move their things and bodies OVER out of your way for a few mintues.
cause that kid reaching for a tackle box that is being hit could turn into an instant tragedy that makes everyone stupid. on all ends and who pays? every single person involved.
it is not worth it. a few minutes to handle a possible dangerous situation in a smart way is all it takes.
everyone agrees the adult should have reacted and handled this, the OP asked. but if someone fails to respond correctly then the driver should still make sure all is ok before proceeding.
someone smart has to take control :)
