All I have to say is - I'm glad we never had kids. Watching some of those who do have kids who couldn't raise pets much less humans and listening to all the chest thumping going on here is quite amusing.
It isn't the public's responsibility to watch,babysit,correct,punish,inform,instruct or do anything else to someone else kids, which seems these days to be more the norm. Albeit, there is no reason to abuse or hurt someone kids either. I didn't gather the OP was prepared to "intentionally" hurt those kids .... anymore than the father was willing to do so by his actions or inaction.But I can see his thought behind calling the father a Moron.
