I'll go out on a limb with these two legality questions and state "I doubt it".
If my going out on a limb response turns out to be kindof the right response, then ... those parents and their children did not have to move for the RV vehicle at all other than out of fear that the RV driver might be willing to break the letter of the law and run over one or all of them.
I guess the bottom line might be that - relative to a person's body - a vehicle is always a deadly weapon and best never be used against a person's body not similarly armed.
The only situation I can see where it would be legal would be in a deadly force situation. I don't think there is anywhere in the penal code that defines in what way it can be utilized.
