Ummm, ya, otherwise ya wouldn't be able to post! :B
et2, no, it's not the public's LEGAL responsibility to watch another's child but I think we have a MORAL obligation to protect a child if he is in harm's way. You believe the public shouldn't instruct or give a child information? So what would teachers do with all their free time as they are part of "the public"? Seems a bit harsh. If you came across a child struggling to open a door because he was pushing instead of pulling would you help him or just let it be? Just wondering.
It would probably depend on if the kids Moron father ( or parents) were just standing there watching doing nothing. :B
Unless the child is damaging my property or belongings or harming someone or something then I tend to keep out of it. Just listen to the many here who threatened the OP if it were there kid what they would do. People tend to read a lot more into things than needed especially when their kids are involved. They would fight over a drop of hat. Many don't want you,me, or anyone else telling there kids what to do. And for many of them that goes for teachers, or anyone of authority.
So to answer your question, unless the kid will harm themselves, me or my family or someone else or something ... Then there on their own. That's what they have parents for, not my job.
And for the record, I love kids.
