I don't remember a time when Travel Trailers weren't allowed on the Parkway. Tractor Trailers are not allowed on the parkway, at least the Northern half, don't remember the mile marker. That is indeed North Jersey as the Parkway is 4 lanes.
I am surprised to see people passing him when he is swaying so much. I had a similar sway experience, although I didn't flip or lose the Hybrid TT I was towing. Traffic behind me slowed down as the van and HTT started crossing lanes. Scary situation, I can feel for the driver. I got mine under control fortunately.
