You need vinegar with its acidic pH to remove scum & hard water deposits. The baking soda has an alkaline pH and will counteract the vinegar. No point in using them together for what you want to do, it's a waste of both.
Depending on the size of your tanks, you are going to need a LOT of vinegar. For best results, you should probably cut it no more than 50-50 with water.
Add a SMALL amount of dish detergent and drive around to slosh it all up thoroughly. Do not add a lot of dish detergent or borax or any other type of soap or detergent. They are also alkaline and will counteract the vinegar.
I don't really understand why you are so concerned with cleaning your holding tanks. If they stink, add a slug of bleach, some type of detergent, and drive around to mix with about 10:1 water to bleach. Let the mixture sit for a while and then dump and rinse thoroughly.
