One of the problems is that there are more and more and more cars. and thanks to Government Slash And Trash across the board budget cuts.. Fewer and Fewer enforcement officers.
Also, over the last 50 years there have been many changes in the USA.. For example, when I signed on the line back in 1977.. (Insurance agreement that came with my new job) I made around 15,000 a year and my co-pay if I needed medication for any reason was 2.00/perscription/month.
Today I get around 44,000 between retirement and SS but my co-pay is up to 80 bucks per perscription per month. (OUCH) not quite 7 times the income, but 40 times the co-pay.
Gasoline however.. About right.
Though our economy is actually doing rather well. Wall Street Records, Budget surplus, More and more jobs (low end though) The wealth in the public is not doing so well... Many high paying jobs are no more.. And this leads to the former workers getting frustrated and this leads to assorted crimes.. Domestic abuse, Prostitution, ****, Robbery (To get the money to pay for the meds) and so on and so forth.. This means those enforcement officers are busy with "Real Crime" (Traffic Violators often accuses the enforcement officer of ignoring "real Crimes" in order to write that ticket).
So yes. Enforcement is suffering.
Plus good dispatchers are hard to find (They can make a big difference) the following is a true story:
Got called into work one day early, Worked phones for 4 hours taking incoming 9-1-1 calls and then switched to Radio (Dispatch) for my regular shift. When I sat down I had FIVE pages of runs on the screen.. After consolidation (Many were duplicates) I got it down to two pages.. Troopers had been running raged for several hours going from accident to accident.. I took over Radio at 3 PM. Rules said the "Early" shift could not go to "lunch" till 5 pm and the "Late" shift (Shift is broken into two parts to stager start/stop time) 6PM. 4:30 a trooper ask what was next.. I told him if the Sgt approved, LUNCH, cause the board was CLEAR.
That is the difference between a good dispatcher (me) and the person I releived.. I cleaned up what appeared to be a hopless mess in 90 minutes. Troopers enjoyed Lunch, and then the next wave hit.
