Put a cop at every corner to monitor red lights and cell phones and watch the public complain about them not catching real criminals. Put red light cameras up instead and everyone is still upset. Simple fact is no one wants to be accountable and there isn't enough enforcement available to do it and self policing never works. So stand by, it isn't going to get any better.
