Driving is a privilege.
With that said, I believe EVERYONE should have to drive with an examiner/instructor EVERYTIME you renew your drivers license. This would not be a pass/fail "test", just a recurrent training exercise (unless you just absolutely can't drive). You pay the examiner/instructor his fee.
We have to do this every two years to keep our pilots license, I see no difference in driving a vehicle.
