Want to solve budget crises quickly? Stop the pay of all of the staff to those legislatures and make it against the law to reimburse that lost pay once an agreement is reached. If some legislator's secretary couldn't pay their bills because their boss was holding up funding due to some stupid personal crusade, you can bet they would make that legislator's life uncomfortable at best.
When the Feds shut down the National Parks, the only employees that were upset were the ones who were designated as essential. They had to work, while the unessential employees got the equivalent of vacation time. They all KNEW the next budget agreement would include back pay for everybody.
Now all the people who were shut out of the parks, had their vacation plans ruined and all of the private sector employees who rely on the parks for customers, they were all SOL. If we could move all the government employees to that same SOL list, I bet the budgetary process would go much more smoothly.
