Your scenario would create the largest ever government shutdown, and arguably one that we may not be able to recover from. Your suggestion is the perfect recipe for total and complete anarchy. And since you've shutdown all "essential services", no one will be calling the National Guard to stop the cities from burning to the ground. But you justify your action to teach a lesson to those small handful of people sitting in the Capitol who have a petty disagreement because they have an "R" next to their name and the other people have a "D" next to their name.
