Not only is it illegal, it is also beyond common sense. Now if someone needed to extend their slide in an emergency, someone could stand out there with the cone or a flag and wave traffic aside for the few minutes one would extend a slide. If it is to be out for a length of time, then it should move to another location for the work to be completed.
If the slide is extended for the reason the OP is stating, then it is illegal for a couple of reasons, too wide for a vehicle for which is registered for operating on a roadway and without proper marking and reflectors for the widest portion of a vehicle (like the indicators on the extended fenders on a dually or trailer.
But, if the trailer is on a dead end street or where traffic is not moving freely, then many departments would give a waive for something like this.
