I don't know, but "camping" like that is not something I would do unless there were extraordinary circumstances!

I've been parked on the street enough times- with traffic cones and without. - RaymonExplorerDoesn't appear to me that he is on an extremely busy street. Looks like a side street and does not appear to be impeding traffic flow. With the traffic cone in place, it does not represent a very high safety hazard. JMHO.
