Hope you're being tongue-in-cheek here...it is certainly NOT appropriate to call 9-1-1 for this sort of thing.

Thanks for the Smile of the day. I get it. It's kinda funny when you look at pic and try not to split hairs as to why. But just wonder why!!

My first thought would be that he was loading or unloading the camper. If he was there for a longer time, and a cop actually told him to change position, then... I don't know, but "camping" like that is not something I would do unless there were extraordinary circumstances!

That hardly seems like an emergency. Why would you call 911 for Pete's sake?
I've been parked on the street enough times- with traffic cones and without.

Doesn't appear to me that he is on an extremely busy street. Looks like a side street and does not appear to be impeding traffic flow. With the traffic cone in place, it does not represent a very high safety hazard. JMHO.
