I'd be pretty amazed if a LEO would stop a driver from leaving with his own RV if this scene played out.
These Tow Guys were looking for tow-bucks and if the RV or driver wasn't engaged in something more that simply parking there, either the LEO would write a parking ticket (On private property?) or send the RV on it's way.
And, as someone said above, it the LEO was "in on it" he's jeopardizing a whole lot more than a few dollars he'd get for his share of a tow.
If LEO caused their confinement he/she unlawfully imprisoned them. To be held beyond your desire to stay is an arrest.
