Good point, Nothing Walmart or any other large retailer likes better than the long term lease on a location. When it comes down to it theyre not in the real estate or development business and will avoid it if at all possible. If the store is an anchor tenant in a shopping center, the responsibility for the parking areas as far as liability, rules, maintenance, etc, typically falls on the developer/owner/property mgmt entity.
