We were part of an interesting situation involving a local Walmart and a campground. The campground (or crampground in this case) was loosing money and blamed it all on the expanded Walmart and travelers stay there instead of his place. So, he talked the village into an ordinance that prohibited RV overnight parking within the corporate limits. Walmart complied and posted signs and the "Barney Fife" finally had some law enforcement to do.
Problems:
First problem, that cramp ground was not all that pleasant and it had been getting worse since long before Walmart up graded to a Super Store.
Second problem, a lot of the store traffic as due to the proximity to the interstate and just enough distance to be quiet.
Third problem, there was and ice cream and burger place (been there for decades) that was usurping Wally's parking for RVs from the highway that would have diner and spend the night. They had to shorten hours and staff and services just to stay afloat.
Well, no Traffic is no Traffic. When there was no good reason to stop there, RVs no longer did. The camp ground was in worse shape, the Walmart lost business too.
When the park owner started to ask what happened, he got an answer he did not like at all. He went back to the town council and with the backing of the Burger Bin and Walmart, got the ordinance cancelled, the park owner cleaned up his act and in fact put signs up both before the exit and at Wally's.
This has worked out pretty well.
