Keep in mind there are various other options assuming City Ordinances don't prohibit and that not too many stay at one time making it look like a fully fledged campsite. There's lots of other big box stores and others that have allowed us an overnight and wifi to boot = Home Depot, Lowes, Restaurants on fringes or in very small towns, Churches, City Parks, Membership Clubs like Elks, Moose, then of course there's Boondockers Welcome ($20 or $40 per year membership), Harvest Hosts.
WM for sure we would agree has become so very convenient being the known "go to O/N" place as they are everywhere and easy to find, but as per usual, one bad apple spoils the barrel. There's nothing we can do as fellow RVers, except try to delicately explain to a fellow traveller that we can see is doing something irresponsible. Most importantly trying to avoid any confrontation for our own safety.
It's a doozie for sure, but abuse is what causes the loss of many things we've enjoyed over the years, and something our grandchildren might never get to experience. Also from a government prospective most will be so glad to see us unable to stay anywhere free so they can get more taxes out of our pockets. They don't care about our reasons for doing it mainly being ease when stopping late at night just to sleep for a few hours before hitting the road again.
Sadly it's the "me, me, me" mentality that has ruined so many options in life for so many of us, and it will continue to our detriment if we don't educate in a pleasant manner to others "WHY" they should or shouldn't be doing something in a way that makes sense to them and unthreateningly.
