Actually, here's the real issue. He says he's training his young pup, and your dog is a distraction. When I took my dog to obedience training, one of the first things they did was introduce her to numerous other dogs, for purposes of socialization, and continued training in the presence of numerous other dogs. The guy is really missing a wonderful opportunity to properly train his dog! Maybe he could work on his socialization skills, too....
