Except that potty training isn't the same as obedience training. With potty training, you are starting earlier than you do with obedience training - at a stage when the puppy doesn't usually have the ability to focus on one thing and to ignore other things. And while dealing with the distractions is good practice at 2 p.m. when you have time, at 11 p.m. at night, you just need puppy to potty so he/she won't go inside while you're sleeping.
Again, I'm not saying the guy was right, but the frustration he was feeling at that moment is understandable.
