Your valve is just a slot with rubber on both sides. Toilet paper and other debris gets caught in the slot when you push the valve closed. The valves are cheap ($13.00) and are easily replaced on most units. Either change the valve out or take a few minutes and clean the slot/groove out with a tool or coat hangar. Also, spraying a little WD40 on the handle shaft helps it move more freely and generally allows you to get the valve closed tighter.
