water pressure regulator
when connected to city water and using our water pressure regulator we notice that each time you turn the water faucet on that the flow starts slow then increases, is this normal?

I would say that while not "normal" for a pressure regulator it may not be a problem for your particular brand. As long as the pressure stays below the 50-60lbs recommended for RV water lines I would not worry about it.
What kind of regulator are you using? My Watts whole house keeps a constant pressure and flow rate.
Have you cleaned out the debris screens on your faucets lately? It may not be the regulator but the faucet.
